1 The reference is to the Bill introduced on November 6, 1851 by the royalists Lt. Flô, Baze and Panat, questors of the Legislative Assembly (deputies of the Assembly charged with economic and financial matters and safeguarding its security). It was rejected on November 17 after a heated debate, in which Thiers supported the Bill and the Bonapartist Saint-Arnaud opposed it. When the vote was taken, the Montagne supported the Bonapartists because it saw the main danger in the royalists.
