Study of Universal Design Implementations for City for All

South Korea is one of the most rapidly aging countries in the world, with more than 40 percent of the population expected to be aged over 65 in 2060, up from the 12.8 percent in. According to UN, 55 % of the world’s population lives in urban areas now, a proportion that is expected to increase to 68% by 2050, besides it is expected that about 6.25 billion people, 15 percent of whom are persons with disabilities, will be living in urban centers. Urbanization has the potential to be a transformative force for achieving sustainable and inclusive city for all. Therefore Universal Design policies to improve the quality of lives of urban is needed. Korea is on the cusp of becoming an “aged society”- a threshold that it reached much quicker than other developed countries. Since Seoul is becoming more diverse, the Universal Design policy were implemented for all citizens including the disabled, seniors, children, and foreigners to provide safety and convenience in using pedestrian roads and public spaces such as parks, plazas, health centers, and welfare facilities, and wayfinding system. This study aims to analyze the current status of Universal Design in public spaces and build a new frame of Seoul Universal Design Model including the essential environmental design features for Seoul city holistically. Conclusion of study is all cities to be an inclusive city have an urban planning considering the principles of Universal Design from the beginning stage of urban planning with related public offices and their experts. Being an Universal Design City means that it is an acceptance of moving beyond functional environment with Barrier-free design toward Universal Design that provide a constructive safety, aesthetic place and maintenance with amaking comfortable and useful environment to urban city to provide a better quality of life to all.
