Henry Blair presented a petition, asking for the better protection of girls, he said: “Our civilization seems to have developed an almost unknown phase of crime in the annals of the race, and to-day the traffic in girls and young women in this country, especially in our large cities, has come to be more disgraceful and worse than ever was that in the girls of Circassia.”
